Trading on China's largest stock markets has been shut down for the second time this week, after a troubling plunge.  Trading was suspended for 15 minutes after the CSI 300 stock index fell five percent - When trading resumed, the slide continued and within just a few seconds the index was down more than seven percent, and that's when officials pulled the plug for the day.  China's central bank responded by announcing it would inject $10.6 billion into the financial system.  Some critics of the Chinese authorities say these gestures are wasteful, that stock prices are too high, and the government needs to accept that prices will seek a lower level.  The ASX closed down by about 2.3 percent.

There are calls for Cologne, Germany's police chief to step down over the numerous sex attacks that occurred outside the main railway station on New Year's Eve.  Only three suspects have been identified after more than 90 women reported to police they were robbed or sexually assaulted by gangs of men.  Critics have a lot of good reasons to be upset:  Cologne police initially said that the NYE event outside the station was peaceful;  The government was slow to acknowledge the problem, and the media was slow to report it;  Officials gave stupid and insulting advice after the fact, such as telling women to keep strange men at an arm's length, instead of condemning the attackers and telling men not to attack women.

The Cologne attackers are described as Arab or North African appearance, which has heated up debate in a country dealing with the shock of the sudden influx of about a million refugees in recent months.  But a women's activist in the city told German broadcaster Deutsche Welle that "because refugees are now a burning topic, the media all of a sudden report about these events, but what nobody wants to admit is that these things happen all the time.  I'm sorry to break this to you, but German-born men also harass and rape."

Guatemalan authorities detained 14 former military officials for past right wing government for running death squads and other crimes against humanity.  One is Manuel Benedicto Lucas Garcia who formed the paramilitary death squads responsible the deaths of some of the 250,000 who went missing or were killed.  Prosecutors say the 14 are being held in the disappearances of at least 558 indigenous people during the 1980s, back when the Guatemalan juntas blamed them for aiding and sheltering Leftist rebels.

The Texas cop is now charged with perjury over his arrest of an African-American woman who was later found dead in a her jail cell.  The same grand jury that indicted Officer Brian Encinia earlier ruled there wasn't evidence to suggest a crime in the death of Sandra Bland, a promising young woman from Chicago who had just moved to Hempstead, Texas to start a new job.  Family and friends insist she would not have committed suicide.  The perjury charge stems from Encinia's lie about why he removed Ms. Bland from her car during a minor traffic stop - he claimed she was combative, the video shows that was not the case and it was the officer who escalated the conflict.

Rob Ford says he will run again for Mayor of Toronto, Canada.  Known for being a perpetually-drunkcrack-smoking, murder-threatening, wife-embarrassing, woman-pushing, public-urinating buffoon - and that's on a good day - Ford was the 64th Mayor of Canada's largest city from 2010 to 2014.  Because apparently all it takes to get stupid white men to vote for you is to yell and scream a lot about how the government (doesn't matter which one) is "wasting money".  After his reactions to scandal after scandal ranged from oblivious to violent, the Toronto city council stripped him of most of his powers before the end of his term.  He withdrew from reelection because of an abdominal tumor.
